Federal Motor Carrier Safety Administration Plans to Revoke 17,000 Non-Domiciled CA CDLs

Matthew Viohl, Director, Federal Policy, California Farm Bureau

On November 12, Transportation Secretary Sean Duffy announced that the Federal Motor Carrier Safety Administration (FMCSA) would be removing 17,000 non-domiciled California Commercial Driver’s Licenses (CDLs) over concerns they were issued illegally. The Department of Transportation and Federal Motor Carrier Safety Administration have been auditing state CDLs over potential violations of renewed English Language Proficiency (ELP) standards, an issue that has gained attention in recent months. According to the release, those in violation have been issued notices that their licenses will expire in 60 days. It remains to be seen if this will go into effect though as legal challenges have temporarily put a pause on enforcement of the FMCSA’s interim final rule over stricter ELP standards.
